- Kremlin spokesman Dmitry Peskov and Ukrainian President Volodymyr Zelensky confirmed that a new round of trilateral negotiations involving representatives from Ukraine, Russia, and the USA will take place in Abu Dhabi on February 4-5.
- Kyiv was subjected to a massive missile strike from Russian troops. Reports indicate damage to residential buildings. Explosions were also heard in Kharkiv and Dnipro, and drones were recorded in Kharkiv, Chernihiv, Donetsk, Sumy, and Kyiv regions.
- As a result of a drone attack in the Synelnykivskyi district of Dnipropetrovsk region, a 67-year-old man was killed.
- In Belgorod region of Russia, a drone attacked an official's service vehicle that was transporting bread to a village and taking local residents to a pharmacy. The official sustained mine-explosive injuries and shrapnel wounds. Another victim was injured due to a strike on an administrative building in Shebekino, while a third man driving a KamAZ truck did not require hospitalization, but the truck's cabin was burned.
- Two people died in Stary Oskol, Belgorod region, due to a drone strike on a private house, which led to a fire and partial collapse of the building. Rescuers found the bodies of the deceased.
- In Kharkiv, a market in the Slobidsky district was shelled, resulting in two people being injured and several trading pavilions being damaged.
- In Zaporizhzhia, one person was killed and another injured as a result of a strike on a private house in the village of Veselyi Hai. A 38-year-old woman was killed.
- U.S. President Donald Trump reported that Indian Prime Minister Narendra Modi agreed to halt purchases of Russian oil during their conversation.
- Kyiv is resuming planned power outages after emergency ones, as energy workers have managed to stabilize the situation.
- The World Bank plans to allocate up to $40 million to Ukraine for energy equipment, as reported by Ukrainian Deputy Prime Minister and Minister of Energy Denys Shmyhal.
- The Ukrainian government approved a resolution to create a "white list" for Starlink satellite communication terminals, which will include only verified and registered devices; others will be disconnected.
- FIFA President Gianni Infantino suggested considering the possibility of lifting the suspension of Russian teams from international tournaments, noting that this decision has only exacerbated the situation. Ukrainian Foreign Minister Andrii Sibiga responded by calling Infantino a "moral degenerate."
- Hungarian Foreign Minister Peter Szijjarto announced a lawsuit against the REPowerEU regulation prohibiting the import of Russian energy resources in the European Court.
- In Germany, five people have been arrested in connection with circumventing sanctions against Russia. Operations for detaining and searching took place in several federal states. All those arrested are German citizens, three of whom also hold Russian passports, and one has a Ukrainian passport.
