The law, approved by the State Duma on March 11 and the Federation Council on March 18, stipulates that foreigners who have served in the armed forces of Russia will face administrative penalties in the form of mandatory labor for a period of 100 to 200 hours or fines for violations. In case of violating the rules of conduct for spectators at official sporting events, such individuals may face an administrative ban on attending sporting events for a period of one to seven years.
Earlier, in early March, President Putin signed a law that prohibits the extradition of foreign citizens who have already served or are currently serving in the Russian armed forces.
Thus, foreigners have had the opportunity to sign contracts for military service in Russia since November 2022, and stateless persons since July 2022.
