According to him, the state is implementing a new model that offers clear and guaranteed rights for investors, as well as protection of investment guarantees and expanded mechanisms for public-private partnerships, including flexible tools for structuring deals.
“Investors should have access to clear processes and a transparent decision-making system, as well as receive effective support at all stages of their project implementation, starting from the initial inquiry,” he emphasized. Sabirov also noted that by studying the best global practices, Kyrgyzstan is actively implementing modern mechanisms, such as the "single window" principle.
Currently, Kyrgyzstan has one of the most competitive and liberal taxation systems and customs preferences in Central Asia, which creates favorable conditions for doing business and attracting investments,” he added.
In addition, Sabirov reported on the creation of a unified registry of investors and the active use of electronic commercial platforms, which allows for the quick and transparent registration of projects and tracking their status at all stages.
For the first time, a platform has been organized for direct interaction between the government and business, where issues related to the protection of investors' rights and guarantees are discussed. “As part of this work, we, together with the General Prosecutor's Office, held meetings with business associations, where each raised question and problem is analyzed in detail to find specific and effective solutions,” concluded Ravshanbek Sabirov.
