Changes in the Aiyl Aimak of Issyk-Kul: What was accomplished in 2025 and what is planned for 2026?

In 2025, the rural administration of Issyk-Kul, which is part of the Tyup district, won the national competition "Best Rural Administration," claiming the grand prize.

Over the year, the team of the Issyk-Kul rural administration implemented a number of projects aimed at developing internal infrastructure, improving public spaces, greening, and social construction, as well as creating income-generating production projects.

Before the administrative-territorial reform, the budget of the rural administration was less than 5 million soms. After the unification of five villages into the Issyk-Kul rural district, the budget for 2025 was approved at 33 million soms. Thanks to additional support, including a stimulating grant and national funding, it was possible to build and renovate numerous social facilities.

Construction of social facilities:

In the village of Mikhailovka, at the initiative of local authorities, a major renovation of the House of Culture was carried out, for which 4 million 702 thousand 800 soms were allocated. Currently, the work on updating the external walls of the two-story building has been completed, while internal finishing works are ongoing.

In the village of Toguz-Bulak, a major renovation of a kindergarten designed for 100 places is underway. Construction has also begun on a new school for 150 places in the village of Sary-Bulun and a kindergarten for 100 places in the village of Issyk-Kul, while the construction of a school for 150 places in the village of Intymak has already been completed. In the same village, a mini-football field was built, and the doors and windows were replaced at the Shevchenko school in the village of Mikhailovka.

Internal infrastructure:

Using the national budget, 17.5 kilometers of the Issyk-Kul—Intymak—Sary-Bulun road were asphalted. The following internal roads were also asphalted:

– 1 km of internal roads in the village of Issyk-Kul,

– 1 km of internal roads in the village of Sary-Bulun,

– 2 km of internal roads in the village of Intymak,

– 600 meters of internal roads in the village of Mikhailovka.

In the villages of Issyk-Kul (Mayak) and Toguz-Bulak, park areas have been restored. In the village of Issyk-Kul, the issue of drinking water was also resolved: a water tower with a capacity of 50 cubic meters was built to provide clean water to 405 households.

This year, general plans are being developed for five villages, and project documentation for water supply to two more villages is being prepared.

The Issyk-Kul rural administration employs 10 staff members, there are 16 specialists in state and municipal structures, and 21 people work in the municipal enterprise "Taza Muras." In 2025, the Issyk-Kul rural administration ensured water supply to 92 hectares of rain-fed land, allowing for the first harvest of fruits, as reported by the chairman of the local council, Orozbek Mukambetov.

“The Issyk-Kul rural district is undergoing significant changes. The staff of the rural administration and the deputies of the local council are jointly participating in clean-up days and harvesting the first crop from young seedlings. This is just the beginning. In the future, the harvest will be even more abundant. The development of local production will create conditions for improving the standard of living and opening new jobs for residents,” noted O. Mukambetov.

Plans for the future:

Next year, the Issyk-Kul rural administration plans to hold a large-scale national event. As part of obtaining the status of "Best Rural Administration," a seminar will be organized for experience sharing.

The acting head of the rural administration, Dilgir Omorova, shared plans for the future:

“In 2026, the asphalting and repair of internal roads in the villages will begin. The completion of the construction of a school in the village of Sary-Bulun and a kindergarten in the village of Issyk-Kul is also planned, with subsequent commissioning. In addition, we intend to develop summer tourism — a project for the construction of a municipal beach will be implemented in the village of Intymak.

With the increase in fruit yields on municipal lands, private entrepreneurs plan to build a logistics complex for freezing and storing over 500 tons of products. It is important to note that as part of the status of "Best Rural Administration," a major event at the national level is planned.”
