Currently, a draft resolution of the Government of the Russian Federation is being developed, which proposes to extend the launch period of the experiment until December 31, 2027. This draft concerns the testing of rules and conditions for the entry and exit of foreign citizens and stateless persons into Russia.
At the moment, the second stage of the experiment is being implemented, within which foreigners can submit electronic applications regarding their plans to enter Russia through the mobile application of the Unified Portal of State and Municipal Services.
Additionally, the draft resolution includes an obligation for foreigners who intend to enter the Russian Federation without a visa for work or study purposes to submit such applications starting from July 1, 2026.
The department noted that the introduction of this obligation will be an important step towards creating a digital profile for foreign citizens. This will allow for the complete transition of all services for migrants to a digital format in the future — from planning entry into the country to exiting its territory.
RuID is a specialized mobile application designed for foreigners and stateless persons who plan trips to Russia or are already in the country. It provides the opportunity to submit applications for entry, check current restrictions, and create a digital profile for obtaining government services in the Russian Federation. The application is available for download in RuStore, Google Play, App Gallery, and App Store.
