Autonomy for Hospitals
In 2026, the Cabinet of Ministers will launch a pilot project that will grant autonomy to a number of medical institutions from January 1 to December 31. This is expected to improve the efficiency of operations and the quality of medical services. Elaman Charginbaev, head of the planning and financing department of the Ministry of Health, noted that institutions will be able to earn funds to improve their conditions.Initially, the project will cover only 20 institutions, but if successful, it will be implemented nationwide.
Digitalization of Judicial Proceedings
From January 1, 2026, digital judicial proceedings will be implemented in Kyrgyzstan. This will allow filing lawsuits, exchanging documents, and participating in court hearings electronically, which is especially convenient for residents of remote areas.All court materials will be processed electronically, and hearings can be conducted using audio and video recording. Participants in the process, including witnesses and experts, will be able to participate remotely via video communication.

Taxi Licensing Delayed

In 2026, the transition to 12-year education will continue. In the next academic year:- students in the 3rd grade (born in 2016) will move to the 5th grade of the 12-year school;
- students in the 6th grade (born in 2013) will move to the 8th grade of the 12-year school;
- students in the 9th grade (born in 2010) will move to the 11th grade of the 12-year school.
Salary Increases for Budget Workers
Salary increases will occur in two stages:- from April 1, 2026, teachers, medical workers, and cultural workers will receive an increase of at least 100%. It is expected that teachers' salaries will amount to 52,000 soms, and doctors' salaries to 56,000 soms;
- from September 1, the increase will affect employees of municipal and state services.
