Contracts in Higher Education Institutions. The Antimonopoly Service Provided Clarifications
He noted that at the moment, the agency does not have the authority to regulate tuition fees at universities.
According to Orozbaev, until 2016, the cost of education was agreed upon with their service, but since then this regulation has been abolished. Currently, the antimonopoly service only retains the function of monitoring the cost of educational services at universities.
He also added that in 2022, an inspection was conducted at the Kyrgyz National University, which found that students had overpaid 23 million soms, and this amount is subject to refund. The university promised to provide comments later.
The inspection also affected the Academy of Public Administration under the President, where a decision was made to refund 13 million soms. However, this issue has not yet been resolved, as the university disagrees with the findings and intends to appeal to the court, which may lead to legal disputes, Orozbaev noted.
The Academy issued its clarifications regarding the order to refund 13 million soms. The statement specifies that this concerns graduates of the bachelor's program who studied from 2020 to 2024.
The university also added that during the specified period, no complaints were received regarding the quality of education, and all obligations to students were fulfilled in full, as confirmed by the issuance of state-standard diplomas.
Furthermore, the cost of contract education for bachelor's students has remained unchanged since 2014 and amounts to 46,000 soms.
Recently, changes to the Law on Pricing were discussed in parliament. If the amendments are adopted, the cabinet of ministers will be able to regulate prices not only for socially significant goods but also for services such as education at universities, housing rental, and car towing. Some deputies expressed the opinion that there is a need for an authorized state body to regulate prices in these areas.
