Deputy: The GIK will build houses in the Alamudun district. What about those who were waiting for plots?

At a meeting of the Jogorku Kenesh, Deputy Temirlan Aitiev raised the issue concerning residents of rural areas who have been waiting a long time for their turn to receive land plots from the state.

He reminded that according to the Land Code, every citizen has the right to one plot for construction during their lifetime. In May 2005, the government approved the procedure for issuing plots, and many villagers queued for them; however, in practice, this procedure has only been implemented in a limited number of regions.

According to Aitiev, poor citizens have become victims of fraud and deceived buyers who purchased agricultural land plots and were forced to engage in illegal construction. Among the fraudsters were also high-ranking officials. The problem has reached a serious scale, leading to the announcement of an amnesty by the president, the deputy noted.

Currently, there are more than 100,000 people on the waiting list for state plots, of which about 17,000 live in the Alamudun district. The deputy added that the state could provide citizens with plots by transforming agricultural land. However, certain plots are now being transferred to the president's management for construction by the GIK.

In the Alamudun district, the transformation of 120 hectares is planned. However, a problem has arisen: by the directive of the Presidential Administration, these lands were transferred to their balance, and the GIK began construction. At the same time, for those who have been waiting a long time for their turn, no concessions are provided. Only 20% of the quota is allocated for those in the official queue, which means that if 1,000 apartments are built, only 200 of them will be distributed under this quota. Meanwhile, citizens waiting for free plots will have to purchase apartments under the GIK's terms, without any benefits.

Aitiev expressed dissatisfaction with this approach, considering it unfair. He noted that when the GIK builds on municipal land, part of the apartments is allocated to the municipality for distribution among citizens entitled to them from the state. The deputy questions why there are differences in approaches and rules for residents of cities and villages.

He called on the government to provide up-to-date information on land transformation so that citizens are aware of their opportunities, and also proposed to amend the legislation so that the rules for obtaining apartments from the GIK are the same for everyone.
