Sadık Sher-Niyaz: UNESCO is not about symbols, but about a strategy for the future

Sadık Sher-Niyaz, representing Kyrgyzstan at UNESCO and in Paris, is an unusual figure in domestic diplomacy. In an interview with 24.kg, he shared his views on cultural policy, architectural solutions, and the green economy, discussing the importance of Kyrgyzstan's participation in the Executive Council of UNESCO, the possibilities of using yurts in modern construction, and how Bishkek interacts with the West amid current geopolitical challenges.

The yurt is an outstanding structure created by humanity



— Recently, your development—a prefabricated structure with yurt elements—has been actively discussed in Bishkek. Did you really obtain a patent for this?

— Yes, this is a completely separate invention, not related to UNESCO or my diplomatic work. I applied for a patent nine months ago and recently completed the process. It is not quite a classic yurt, but a frame structure based on the principles of a yurt.


In my opinion, the yurt is one of the most durable and resilient structures ever created by humanity. I found it reasonable to adapt this principle for modern construction.

The technology is similar to panel-frame houses, which are widely used in countries like Finland, Canada, and the USA. It features a lightweight wooden frame, an inexpensive foundation, and a fast construction speed.

— When can we expect to see such houses in Kyrgyzstan?

— This is still in the implementation stage. The invention has sparked interest at the state level, and specialists, including seismologists, have already positively assessed it and are ready to provide certificates. However, the process takes time, but it has already begun, which is undoubtedly a plus.

— How many floors are planned?

— Up to three floors are anticipated, but at the first stage, we will start with single-story houses to test the reliability of the structure in practice. These will be country houses and cottages. In Kyrgyzstan, especially in tourist areas, there is high demand for such constructions.

— Is this housing only for commercial use?

— Not at all. In Canada and the USA, frame houses are also used as social housing. If, for example, the State Mortgage Company shows interest, such houses could be built for low-income families. It is functional, reliable, and practical.

UNESCO is not a matter of prestige, but a tool for development



— You have been working on cultural heritage issues for many years. What initiatives of Kyrgyzstan in UNESCO do you consider the most significant?

— UNESCO covers both tangible and intangible heritage. In 2003, for example, the art of akyns—improvisers—was recognized as intangible heritage, and I was a co-author of this nomination along with Beksultan Zhakiev.

Sulaiman-Too is a vivid example of tangible heritage, a source of pride for any country. We also have other nominations: kok-boru, ak-kalpak, and just recently, the nomination for the drink maksym was defended in India. We are also working on new projects, including the Kumbes of Manas.

— What about the holiday Nowruz?

— This is a joint nomination of 13 countries, initiated by Iran, which is historically understandable. But it is important to note that Nowruz has been recognized as a universal holiday that transcends a single culture.

— Kyrgyzstan recently joined the Executive Council of UNESCO. What is the significance of this event?

— This is an important achievement. The Executive Council is the highest advisory body of UNESCO, consisting of about 60 countries. The General Conference took place in Samarkand, and despite doubts about its organization, it was held at a high level.


The election of Kyrgyzstan to the Executive Council is a success not only for our country but for the entire Central Asian region. Now we have the opportunity to more actively promote topics of intercultural dialogue, green economy, and renewable energy sources.

— What else can Kyrgyzstan offer within UNESCO?

— We have ideas for Sulaiman-Tash, our famous petroglyph park. Arslanbob is also under discussion. The competition is high: about 200 countries, each deserving attention.

However, we have enormous potential. The story of the walnut, possibly exported from our land during the time of Alexander the Great, shows how cultural heritage can be part of world history.

— What advantages does inclusion in UNESCO lists provide to a country?

— It is not just a matter of prestige. It brings investments, tourism, and international recognition. In Europe, you will always see the UNESCO sign—it's a symbol of trust. The same applies to intangible heritage. UNESCO is one of the most authoritative organizations in the field of culture, science, and education.

France and Kyrgyzstan: the potential is not yet exhausted



— You are in Bishkek and actively holding meetings with the country's leadership. Are these working visits?

— Absolutely. We are preparing high-profile visits and conducting negotiations. The work of an ambassador is a continuous process.

— What ideas do you plan to discuss in France?

— There are many ideas. Kyrgyzstan has become a member of the Executive Council of UNESCO, which opens new horizons. But my task as an ambassador in France is not limited to culture alone, but also includes economics and politics.


We have acquired an embassy building in Paris—this is a symbol of our long-term intentions. The tourist project "Three Peaks" is developing, which has already been dubbed the Kyrgyz Courchevel. We are cooperating with French companies, including in the aviation sector.

French cuisine restaurants are opening in Bishkek—this is also part of cultural diplomacy.

— So you are aiming for promising cooperation?

— Definitely. We, Kyrgyzstan, always advocate for constructive dialogue and real economic ties. This is the only right path.
