In Kyrgyzstan, it has been definitively decided to close the six remaining settlement colonies that no longer meet the modern requirements for correctional institutions.

This measure is part of a broad reform aimed at simplifying the state management system. This was reported by the Ministry of Justice.

The process of liquidation has been gradual. In 2025, changes were made to the necessary codes and regulatory legal acts, leading to the closure of the first group of settlement colonies.

On January 28, 2026, a decision was made to liquidate the second group of institutions, including numbers 26, 42, 43, 44, 45, and 52.

The basis of this reform is Law No. 181 of July 31, 2025, which excluded settlement colonies from the Criminal Executive Code of Kyrgyzstan.

The reform envisions a more modern and effective approach to correction, eliminating the duplication of functions with probation and making more rational use of the budget, while also considering the rights of employees of the liquidated institutions.
