According to resolution No. 108, signed on February 17, this step was taken to implement the provisions of Articles 102-2, 102-3, 102-4 of the Code of Offenses, aimed at protecting the rights of students in state and municipal educational institutions.
Additionally, the charter has been amended with the following changes:
- Educational institutions of initial vocational education are required to ensure the rights and freedoms of students, including safe learning conditions and protection from all forms of violence, as well as the right to choose the language of instruction.
- Teachers and heads of educational institutions shall be held accountable for violations of students' rights as provided by the legislation of the Kyrgyz Republic.
- Unjustified refusal to enroll a child, including children with disabilities, in general educational institutions entails liability under the law.
- Guarantee equal access to education for all children and not allow unjustified refusals of enrollment;
- Not engage in illegal fundraising and exert pressure on parents and students.
Teachers are responsible for illegal fundraising and pressure on parents on similar grounds.
Public funds and other organizations are not allowed to use educational institutions for fundraising not provided for by law.
Violation of this prohibition will entail liability for these organizations, their leaders, and members in accordance with the law.The Ministry of Education, together with the Ministry of Internal Affairs, has been tasked to:
- Conduct explanatory work among teachers and heads of educational organizations regarding the measures of responsibility provided for in Articles 102-2, 102-3, 102-4 of the Code of Offenses;
- Take other measures in accordance with this resolution.
