The Ministry of Foreign Affairs of the Kyrgyz Republic considers the Russian app "Amina" a simplification for migrants.

During a meeting of the committee of the Jogorku Kenesh, which deals with issues of science, education, information technology, and youth affairs, Deputy Gulsharkan Kultaeva pointed out the difficulties faced by labor migrants from Kyrgyzstan in Russia due to the "Amina" application.

According to her, migrants are required to provide their registration address within three days. Otherwise, they risk being blacklisted, which carries the risk of deportation. The application also tracks the user's location. For example, migrants working on trucks may be absent for several days, and upon their return, they may already be blacklisted. "Although the EAEU provides for the free movement of labor, these norms are currently not in effect. It is necessary to sign similar agreements with Russia, as with other countries, to ensure employment opportunities for migrants," the deputy noted.

Deputy Foreign Minister Almaz Imangaziev expressed the opinion that the "Amina" application indeed simplifies the registration process for migrants.

“A pilot project for the 'Amina' application has been launched in the Moscow region and Moscow. Previously, migrants had to visit the passport office for registration, but now they can do it through the application, significantly reducing bureaucratic barriers. At a meeting with the Russian side in December 2025, it was stated that there is an intention to ease some requirements while tightening others,” the deputy minister added.

He also emphasized that work to improve conditions for migrants continues.

The pilot project started on September 1, 2025, in the Moscow region. The installation of the "Amina" mobile application is mandatory for citizens of Uzbekistan, Tajikistan, Kyrgyzstan, Armenia, Kazakhstan, Georgia, Azerbaijan, Moldova, and Ukraine who come to Moscow and the Moscow region for work.
