Elvira Surabaldieva on Recent Events: Will There Be a Political Thaw? Will Cases Be Reviewed?

At the meeting of the Jogorku Kenesh on February 26, Deputy Elvira Surabaldiyeva raised an important issue regarding the progress of investigations into high-profile criminal cases.

According to her, she has recently received numerous appeals from people who have become involved in criminal cases.

“After the recent political events, I have been receiving many different statements. They concern intimidation during elections, subsequent removal and seizure of property that is claimed to be transferred to the state treasury, but in reality, it ends up being used for personal purposes. You understand what cases we are talking about, right?

For example, I was approached by the mother of the former mayor of Tokmok, against whom a criminal case has been initiated for embezzlement of 1 billion soms. She reported that the proceedings are ongoing, but they are not allowed to see their son, and they cannot obtain information about the case's progress. According to her, a staff member of the secretariat was sentenced to 12 years, and her son was also convicted. Meanwhile, those who actually embezzled billions remain free, as they pay some amount after being detained. And if a person has no 'roof' and defenders, the situation is different. I don’t even know what to say in such cases. Do you have any information on this case? Were the funds really embezzled? I understand that this is the mother’s perspective, who may be emotional, but nonetheless, she claims that information about the case's progress is not even provided to the lawyer. At the same time, no one openly talks about what is happening. The woman suspects that this may be related to politics and asks for the case to be reviewed. Such appeals come very often,” she noted.

Deputy Attorney General Umutkan Konkubaeva responded that information on this case would be provided to her in writing to maintain the confidentiality of the investigation.

“Given the entire situation, can we talk about any political thaw? Will any decisions be reviewed?” Surabaldiyeva inquired.

“Everything must happen within the framework of the law. A review is possible if there is a request from an interested party or if new circumstances of the case are revealed. The law does not allow for the review of all cases,” Konkubaeva replied.

“We are talking about unjust and high-profile cases,” Surabaldiyeva clarified.

“If a petition is submitted, the case may be reviewed. It is necessary to contact the General Prosecutor's Office, which will exercise control,” the Deputy Attorney General added.
