The updates clarify the procedure for providing one-time social payments and define the categories of citizens eligible for assistance. As stated in the explanatory note, the changes aim to harmonize the norms with the capabilities of the state budget and simplify procedures.
The new annex to the resolution describes the procedure for providing one-time payments in emergency situations:
- payments will be made only when a state of emergency or emergency situation of II-V degrees is declared;
- three types of payments are allocated:
- for urgent needs (water, food, essential items) for evacuated and relocated citizens;
- for victims with health injuries — based on the conclusion of a forensic medical examination;
- for families of those who died (passed away) as a result of the emergency situation — also based on the forensic medical examination;
- district coefficients will not be applied;
- the decision on the appointment of payments will be made by a special commission for civil protection;
- the procedure also introduces an obligation to maintain reporting on allocated funds and clarifies inter-agency cooperation on international assistance issues.
In the explanatory note, the government reports that from 2023 to 2025, over 170 emergency situations have been registered in the country, resulting in dozens of people dying or being injured. A clear definition of the criteria for appointing payments is necessary for the prompt and fair provision of assistance to the population, eliminating legal uncertainty.
