According to the draft presidential decree prepared by local authorities and put out for public discussion, Bishkek is experiencing a severe shortage of parking spaces. This leads to improper parking on roads, sidewalks, and lawns, which in turn reduces the capacity of transport arteries and poses a threat to pedestrians.
This situation negatively affects the ecology, road conditions, and traffic flow, making the parking issue particularly relevant.The City Hall also notes that the current situation is exacerbated by the actions of some citizens who regularly park their cars in green zones and areas designated for landscaping. These actions cause serious harm to the city's green spaces, destroy elements of urban improvement, and spoil the overall appearance of the urban environment. Additionally, improperly parked cars lead to congestion and traffic jams.
In accordance with the Law "On Normative Legal Acts of the Kyrgyz Republic," the president has the right to introduce temporary measures to regulate public relations for a period of up to one year to test new initiatives, the initiator added.
The municipality believes that the adoption of this decree will help reduce the load on the street and road network, create comfortable conditions for motorists, and enhance road safety in Bishkek. If the project proves successful, relevant regulatory acts will be developed in the future.
In the event that the decree is signed by the president, the city hall of the capital is proposed to be instructed to:
- approve the procedure for organizing parking spaces for owners of individual residential houses on the land plots allocated to them, as well as establish tariffs for these services;
- if the pilot project yields positive results, develop drafts of relevant regulatory acts in the established manner, which will grant owners of individual residential houses the right to organize parking spaces.
