The "Kloop" Case: The Supreme Court to Review Appeal on Extremism Charges

Today, the Supreme Court of Kyrgyzstan will consider the appeal of the editorial office of "Kloop" in response to the decision of the October District Court of Bishkek, which previously recognized the materials posted on the publication's website as extremist.

The district prosecutor's office approached the court with a request to recognize the materials of "Kloop," as well as videos on the Temirov Live channel and the activities of leaders Rinat Tukhvatshin and Bolot Temirov as extremist, citing data provided by the State Committee for National Security (GKNB). The court granted this request.

It is unclear which specific publications were recognized as extremist, as neither the court's decision nor the conducted examinations contain a specific list of such materials.

Judge Cholponai Umetalieva sentenced videographers Joomart Doolatov and Alexander Alexandrov to five years in a general regime colony. Two accountants, who were also under indictment, received three years of probation.

All defendants were found guilty of inciting riots.

The editorial office of "Kloop" stated that the punishment was imposed for five videos to which neither the operators nor the accountants had any relation. These investigations were released by journalist Bolot Temirov on the YouTube channel Temirov Live. Temirov emphasized that he has no connections with the former operators of "Kloop" and the accountants, and that he creates all content independently.

Experts found no explicit calls for riots in the specified videos.

International human rights organizations condemned the guilty verdict.

On November 25, 2025, the sentence for the former employees of "Kloop" was changed from five years in a colony to three years of probation, and they were released in the courtroom.

"Kloop Media" is an online publication founded in 2007 by Rinat Tukhvatshin and Bektur Iskender. In 2023, the prosecutor's office filed a lawsuit for the liquidation of the Kloop Media fund, accusing the organization of failing to meet its statutory goals. The editorial office qualified the lawsuit as politically motivated. In February 2024, the court granted the lawsuit, and the organization was liquidated as a legal entity in Kyrgyzstan.
