The Mayor of Bishkek commented on the information regarding the property of Kuanyshbek Kongantieva

Aibek Junushaliev, the mayor of the capital, noted in a conversation with journalists that some deputies of the Bishkek City Council sometimes use municipal property for personal needs. This statement was made in the context of information that former deputy of the Jogorku Kenesh, Kuanychbek Kongantieva, reportedly has over 100 real estate properties in Bishkek.

The mayor mentioned data that was presented on January 30, 2025, during a discussion with deputies of the "Zhanı Kүch — New Force" faction. On that day, the discussion focused on nine plots of land that were rented by deputies. According to Junushaliev, this information reflects only a small part of the actual situation, amounting to about 10-15 percent, and the relevant materials have already been sent to law enforcement agencies.

“After I officially announce such information, it is forwarded to law enforcement agencies for verification. I want to emphasize that we have provided data not only about deputies but also about the leadership of the mayor's office. It is necessary to conduct an audit of all municipal property that has been leased or privatized, including property belonging to our relatives. If violations are identified, measures must be taken. Municipal property must be returned, as this will help increase non-tax revenues. We not only plan to raise rental rates but also to expand the base. That is why we have put forward such demands. If video materials appear now or if any actions occur, this may be part of a systematic check. We have no other information; we simply exercised our right and provided the data,” he stated.

At a previous faction meeting, deputy Maksat Toktogulov reported that one of the deputies rented municipal land for 66,000 soms and then subleased it for $9,000. At that time, Kuanychbek Kongantieva, being the faction leader, suggested contacting law enforcement if there were facts of illegal actions.

In a circulated video about Kongantieva's alleged assets, it is claimed that during his time as a deputy of the BGC and chairman of the land commission, he allegedly rented plots at a reduced price and then transferred them to private ownership, building multi-story houses and commercial buildings on them. It is also reported that part of his property is registered in the name of his mother and close relatives.

Journalists attempted to contact Kuanychbek Kongantieva for a comment. He promised to call back later but did not respond to calls.

Aibek Junushaliev expressed confidence that if facts of illegal use of municipal property by deputies or officials are identified, they will be held accountable.

In response to questions about possible involvement in schemes by representatives of the mayor's office, including himself, Junushaliev assured that he would pass all available information to law enforcement. He also added that he is ready to bear responsibility before the law if his or his close relatives' guilt is established.

“Conflicts with the BGC arise precisely on these issues. We have repeatedly stated: ‘Do not interfere with the work of the executive branch, do not force leaders to solve issues in your interests, let’s think about the city.’ We remain on this position,” concluded Aibek Junushaliev.
