The Ministry of Internal Affairs is developing a draft law that proposes the transition of protocols on offenses to a digital format and the tightening of measures for persistent violators of traffic rules. Details of the document are available for discussion.

The project proposes amendments to the Code of Offenses, which will allow protocols to be recorded and decisions to be issued in electronic form. According to the initiators, this will not only increase the efficiency of work but also meet modern requirements for the digitalization of public administration.

The explanatory note states that currently, protocols are mainly drawn up on paper, as existing regulations do not account for electronic formats. In particular, Articles 517, 518, and 529 require mandatory signing and delivery of copies of protocols and decisions, which creates additional difficulties for employees who need to have a printer and tablet with them to print and sign documents. This, in turn, increases budgetary expenses and the workload on employees.

The authors of the draft law are confident that the implementation of electronic protocols will modernize administrative processes, reduce costs for paper document flow, and optimize employees' working time.

Furthermore, it is provided that the procedure for forming electronic protocols will be approved by the government. The Ministry of Internal Affairs, together with the state institution "Kyzmat," which is under the management of the president, is already working on a mobile application for the registration of such protocols and the regulations for their preparation.

At the same time, the possibility of issuing protocols on paper will be preserved in cases where the use of electronic means is impossible or difficult.

The project also includes clarifications in the Code of Offenses regarding automated information systems related to offenses, as well as the possibility of paying fines through mobile banking applications.

The Ministry of Internal Affairs points out that many fines remain unpaid by both individuals and legal entities. For example, in 2025, 1,400,751 protocols with fines were issued, of which 203,885 remained unpaid, accounting for 20% of the total number.
