The Ministry of Internal Affairs proposes to send rulings on offenses electronically

The Cabinet of Ministers has initiated public discussions on a new draft resolution that proposes to approve the rules for sending copies of documents related to administrative offenses and associated materials in electronic format. This was reported by the press service of the Main Department of Road Safety of the Ministry of Internal Affairs on January 5.
In this draft, the focus is on documents created based on data from automated certified technical means used for photo and video recording, including cameras that capture violations.
The development of the draft is part of the implementation of the presidential decree on the Concept of Digital Transformation of Kyrgyzstan for 2024–2028 and aims to introduce changes to the Code on Administrative Offenses.
As stated in the justification, the previous system, which was focused on paper document circulation and personal delivery of documents, did not meet modern requirements. This created additional financial and administrative costs for both the state and citizens.
The goal of the new draft is to establish unified, transparent, and clear rules for the electronic submission of legally significant documents, which should improve accessibility and increase the efficiency of administrative processes.
The document also emphasizes that electronic documents have the same legal force as their paper counterparts, which will allow for faster communication of decisions to citizens.
