The Ministry of Internal Affairs (MIA) has presented for discussion a draft resolution concerning changes to the rules for recruitment into the law enforcement agencies of the Kyrgyz Republic. This document is an addition to the Government Resolution of the KR dated February 3, 2020, No. 51.
It has become known that the initiative was developed in accordance with paragraph 3 of the Presidential Decree of the KR dated April 5, 2024, No. 90, as well as with the Action Plan for the implementation of the Digital Transformation Concept, approved on July 23, 2024, in the Cabinet of Ministers' Order No. 444-r.
The goal of the project is to create conditions for forming a highly qualified staff for the DNA laboratory of the MIA, which is a critically important step in the process of digitizing the law enforcement system.
As part of the digital transformation plan, the implementation of modern technologies in the work of internal affairs agencies is anticipated, including the creation of a genomic database and a DNA laboratory that meets international standards ISO/IEC 17025.
The establishment of a molecular genetic research laboratory is designated as one of the priority areas for the development of the MIA in paragraph 139 of the plan. The key tasks of the project are as follows:
- development of a modern forensic infrastructure;
- improvement of crime detection and investigation through DNA identification;
- ensuring international exchange of genetic information within the framework of law enforcement cooperation.
According to the MIA, there are currently no specialists with the necessary qualifications in the staff of law enforcement agencies. The existing competitive selection procedure complicates the timely formation of the staff for the laboratory.
According to the Law "On Service in Law Enforcement Agencies of the Kyrgyz Republic," a competition can only be announced if there are vacant positions and no reserve candidates, which significantly complicates the operational recruitment of narrow-profile experts.
The proposed draft resolution considers the possibility for the MIA to recruit specialists in the field of biological and genomic-molecular expertise without conducting a competition, which will expedite the process of launching the DNA laboratory and enhance the effectiveness of criminal proceedings.
