In the department, they emphasize that the implementation of the Concept of Digital Transformation of the Internal Affairs Bodies includes the introduction of modern digital technologies, including the establishment of a DNA laboratory that meets international standards ISO/IEC 17025.
The development of the molecular genetic research laboratory is highlighted as a key aspect of the digitalization of the Ministry of Internal Affairs. The main goals of this project are as follows:
- improvement of the forensic infrastructure;
- increased effectiveness in solving and investigating crimes using DNA identification;
- organization of international exchange of genetic data within the framework of law enforcement cooperation.
According to representatives of the department, the formation of the laboratory's personnel is not just a necessity but a strategic investment in the overall efficiency of the criminal justice system. Currently, there is a shortage of specialists in this field within the Ministry of Internal Affairs.Despite this, according to the Law "On Service in Law Enforcement Agencies of the Kyrgyz Republic," recruitment for the Ministry of Internal Affairs is conducted through a competitive process. However, this process requires significant time, which may negatively affect the staffing of highly qualified personnel for the new DNA laboratory.
In light of the above, the Ministry of Internal Affairs proposes to allow the hiring of specialists in the field of biological and genomic-molecular expertise without a competition.
