Violations in the elections in the electoral district were identified by the Central Election Commission
In the electoral district, 160,340 voters were registered, and during the early elections for the position of deputy, 14 candidates were nominated.
On December 2, the Central Election Commission received complaints, statements, and appeals regarding various violations committed by candidates at several polling stations. The documents mentioned instances of interference with the will of voters, violations of the secrecy of voting, and cases of vote buying, which were confirmed by video recordings posted on social media.
“These violations were manifested en masse and systematically, which could have a significant impact on the election results. There are doubts that the results reflect a truly free and fair vote,” noted the lawyer of the Central Election Commission during the meeting.
To verify the received appeals, the commission examined video recordings from the polling stations. During the investigation, it was established that observers from candidates illegally installed cameras at 35 polling stations on election day and monitored the actions of voters, thereby violating the secrecy of voting.
“At the polling stations, it was recorded that other observers from candidates controlled the process of identification, receipt of ballots, and their submission into the automated accounting system,” reported the lawyer.
Violations were recorded, for example, at polling station No. 2209 in the Bazar-Korgon district, as well as at polling stations No. 2210 in Mailuu-Suu, No. 2213, No. 2214, No. 2215, No. 2216, and No. 2166 in the Nooken district, as well as No. 2170, No. 2172, No. 2173, No. 2176, and other stations where the secrecy of voting was violated.
“At all eight polling stations in the city of Mailuu-Suu, illegal filming was conducted. More than 30,260 people participated in the voting, which is 39.44% of the total number of voters,” added the lawyer of the Central Election Commission.
According to Article 37 of the Constitutional Law "On Elections," it is proposed to recognize the elections in this district as invalid and to prohibit all candidates who participated in the elections from running again.
According to preliminary results of the elections held on November 30, the winners were:
Baktybek Sydykov.
Aybek Altynbekov.
Aigul Karabekova.
In the early elections to the Jogorku Kenesh, in which 1,584,446 voters (36.9%) participated, 100 polling stations were opened abroad.
The elections were held under new rules considering the gender quota, according to which there must be at least one female deputy from each district.
Although the elections were generally held without serious incidents, some violations did occur.
The final results will be announced by December 14, while preliminary data is currently available.
