According to the document, the head of the agency will participate in cabinet meetings where issues related to investment policy, projects, and agreements will be discussed.
The agency will now be responsible for the centralized coordination of the development, approval, and conclusion of investment agreements, as well as public-private partnership projects and other investment programs, which also includes monitoring their implementation.
The agency will be managed by a head appointed by the president, who can be dismissed in accordance with the legislation of the Kyrgyz Republic.It is also provided for the creation of deputy head positions, which will be appointed by the chairman of the cabinet of ministers upon the recommendation of the head. These deputies must be fluent in English or another foreign language.
The deputies of the head of the National Investment Agency report directly to him and carry out tasks within their authority.
If the head of the agency is absent, one of the deputies will perform his duties.Agency employees, with the exception of the management and staff of the Public-Private Partnership Center, as well as free economic zones, will be considered civil servants.
The positions of the head and his deputies now fall under the category of political state positions.
The cabinet of ministers is given a two-month period in the decree to:
- bring its decisions in line with the new decree;
- take other measures arising from the decree.
