The Chairman of the Central Commission for Elections and Referendums, Tynchtyk Shainazarov, presented the election results, after which the newly elected deputies took the oath.
In his speech, the President noted:
“Dear deputies of the Jogorku Kenesh of the VIII convocation!
First of all, I want to sincerely congratulate you on your election to parliament! You are beginning your work as representatives of the people, and I hope that you will diligently fulfill your oath.”
He expressed confidence that the deputies would work for the good of the people and the state.
I believe that you will work with full dedication for the sake of our people and state.The President also emphasized the uniqueness of this parliament, which was formed based on new laws and underwent a popular vote.
He congratulated the deputies on taking the oath and highlighted the expected cooperation.
Japarov briefly reminded about the history of the Kyrgyz parliament and its significance for the democratic development of the country.
He noted that previous parliaments played an important role in making key decisions, including the Declaration of Independence and new constitutional changes.
However, he also mentioned the problems and contradictions that arose between the government and the parliament, which led to the dissolution of several previous convocations.
The President recalled how a unicameral parliament was created in 2005, where he himself first became a deputy, and how his political career began at that time.
He reminded about the dissolution of the Jogorku Kenesh of the III convocation in 2007 and how, after the revolution in 2010, a parliamentary system of governance was established.
However, according to him, these changes were accompanied by corruption and abuses, which negatively affected the country.
Japarov noted that for ten years Kyrgyzstan suffered from corruption, which led to a loss of trust from the people towards the authorities.
He emphasized the need to change the personnel policy, which, in his opinion, was one of the reasons for the country's lag behind its neighbors.
The President announced the establishment of the "Akyiman" school in Cholpon-Ata to prepare new personnel who will be able to govern the country in the future.
We are selecting talented children from all regions and sending them to study at the best universities to prepare professionals for the state.Japarov added that this year, 260 students are studying at the "Akyiman" lyceum, and in the future, similar institutions are planned to be opened in other regions.
He urged the deputies to work for the interests of the people and to abandon the corrupt practices that have taken root in previous parliaments.
The President also pointed out the problems with voter turnout and suggested considering the possibility of legislating mandatory participation in elections.
As representatives of the people, I ask you to initiate a bill that will make voting mandatory for citizens.He noted that it is necessary to learn from international experience and adapt it to the conditions of Kyrgyzstan.
In conclusion, Japarov emphasized the importance of joint work by all branches of government and urged the deputies not to miss the unique opportunity to build a new Kyrgyzstan focused on development.
He thanked the deputies for their attention and congratulated them on their election to the Jogorku Kenesh.
