Kyrgyzstan. Born in the village of Dyurbeljin, Ak-Tal district, Naryn region.
Graduated from the Energy Faculty of FPI (1967).
Worked as a design engineer, senior engineer at the OKB of the Institute of Cybernetics of the USSR Academy of Sciences, lecturer at FPI, head of the sector and department of the Ministry of Economy of the Kyrgyz Republic, deputy director of the department of the Bishkek State Administration, head of the department of energy and natural resources at MISI, expert on water and energy issues at the Executive Committee of the Intergovernmental Council of the EAEU, and since 2001 - professor at KRSU.
Honored Scientist of the Kyrgyz Republic (1995). More than 70 scientific works published.
