New rules for the issuance, circulation, and redemption of warehouse certificates for agricultural products in the EAEU will come into effect in June 2026.

- As part of the event, which was the first joint webinar between the EEC and the Grain Council, issues related to increasing the efficiency of the grain value chain were discussed, including the harmonization and modernization of storage conditions.

During the discussion, participants touched upon topics such as monitoring information about national grain markets, improving storage infrastructure, and the significance of digitalization in production and trade processes.

Naira Karapetyan, Director of the Agricultural Policy Department of the EEC, emphasized the importance of EAEU countries for global food security, noting their significant export potential in the grain sector.

She added: “With the entry into force on June 1, 2026, of the Agreement on the Rules for Issuance, Circulation, and Redemption of Warehouse Certificates for Agricultural Products within the EAEU, new opportunities for grain trade will open up.”

Since 2021, there has been a Memorandum of Understanding between the Commission and the Grain Council.

According to an analysis by the EDB, agriculture, which is key for many countries in Central Asia and the South Caucasus, faces the problem of a lack of quality storage facilities. For example, there is a shortage of warehouses for vegetables in Armenia and Kyrgyzstan.

Experts recommend developing a network of wholesale distribution centers for agricultural products, which will be equipped with refrigeration units, long-term storage chambers, and sorting and packaging lines.

Such measures will help farmers reduce crop losses, sell products out of season at stable prices, and increase export revenues.
