The deputy proposes to reduce agricultural loan rates to 2–3%

On December 23, 2025, during a joint meeting of six committees of the Jogorku Kenesh, Deputy Mahabat Mavlyanova criticized the current agricultural lending system, which sets an interest rate of 6% per annum.

She noted that in other countries, farmers are provided with free land plots and subsidies, while in Kyrgyzstan, in her opinion, "achievements in the agri-sector through loans are impossible."

“Farmers, in addition to interest, are also forced to provide collateral, which complicates the process. It is necessary to reduce interest rates on agricultural loans to 2%. Why take into account the operational costs of banks if they belong to the state?” Mavlyanova posed a rhetorical question.

In response, Minister of Agriculture Bakyt Torobaev emphasized that the state already provides free seeds for artificial insemination of livestock and noted that some loans are issued at 3% per annum.

The deputy insisted on the need for a complete abolition of loans at 6% and a transition to lower rates in the range of 2% to 3% per annum.

The minister, for his part, assured that farmers value loans at 6% per annum, as additional resources needed to meet their needs had to be attracted within the framework of the agro-industrial complex.

The meeting was held as part of the discussion of draft laws on the republican budget in the first reading, which involved committees on finance and budget, constitutional legislation, labor and social issues, agrarian policy, science and education, as well as industrial policy and transport.
