At the joint meeting of six committees on December 23, Deputy Janar Akaev raised the issue of serious traffic jams caused by trucks coming from China. A significant amount of snow had fallen in the Aksai and Chon-Alaik regions at that time, and hundreds of trucks had been stuck at the pass for already three days.

Akaev noted that the main reason for the traffic jams was the cargo transport moving on summer tires. He urged the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, to pay attention to this situation and allocate additional resources for road workers and special equipment.

The Minister of Transport and Communications, Absattar Syrgabaev, in turn, reported that the necessary equipment was already available. However, according to him, some truck drivers violated traffic rules by driving into oncoming lanes and not yielding to road maintenance vehicles. This led to a traffic jam that lasted up to five hours. Nevertheless, the road was cleared, and traffic resumed.

Syrgabaev added that visibility at the Ton-Murun pass was extremely poor—only two meters—which also contributed to the stoppage of traffic for two to three hours. Traffic regulation is carried out by the employees of the State Traffic Safety Department.

The minister also confirmed that trucks from China were indeed operating on summer tires and without chains, which exacerbated the situation.
