The Cabinet approved the conclusion of a loan agreement with the OPEC Fund for $30 million

- The Cabinet of Ministers of the Kyrgyz Republic approved the conclusion to the loan agreement "First Program for Sustainable and Inclusive Growth," which was signed in Bishkek on September 22, 2025, with the OPEC Fund for International Development.

The document will be submitted to the Jogorku Kenesh for ratification, and the Ministry of Finance has been designated as responsible for its implementation.

On October 31, 2025, Order No. 932-t was adopted.

Financing Terms:

Amount: $30 million, term: 20 years

Grace period: 5 years

Interest rate: 1.25% per annum

Purpose: budget support for socio-economic development; agreed as co-financing for the World Bank program "First Development Policy Operation for Resilience and Inclusive Growth."

Text of the Agreement:

The loan agreement "First Program for Sustainable and Inclusive Growth," signed between the Kyrgyz Republic and the OPEC Fund for International Development on September 22, 2025, in Bishkek, complies with the Constitution and legislation of the Kyrgyz Republic and does not contradict international treaties to which the Republic is a party.

The agreement received approval from the Budget, Economic, and Fiscal Policy Committee of the Jogorku Kenesh on September 9, 2025 (number 6-7289), as well as from the Committee on International Affairs, Defense, Security, and Migration on the same day (number 6-7538/25), and was approved by the Cabinet of Ministers' order on September 19, 2025 (number 800-t).

The loan agreement provides for budget support to the Kyrgyz Republic in the amount of $30 million for a term of 20 years, including a 5-year grace period with an interest rate of 1.25% per annum.

These funds are intended to support the socio-economic development of the country and will be used within the framework of the World Bank program "First Development Policy Operation for Resilience and Inclusive Growth." Co-financing from OPEC aligns with the goals of the reforms being carried out by the World Bank, confirming OPEC's readiness to participate in the implementation of the overall reform agenda.

Budget support will be used to stimulate economic growth in the Kyrgyz Republic.

According to Articles 11 and 12 of the Law of the Kyrgyz Republic "On International Treaties," this loan agreement will be submitted for ratification to the Jogorku Kenesh.

Ratification will not lead to negative financial or economic consequences or the need for additional funding from the republican budget of the Kyrgyz Republic.
