According to preliminary data, the damages claimed by victims of the actions of VML_KG amount to about 20 million soms, but actual losses may be significantly higher. This was reported by police lieutenant colonel and candidate of legal sciences Cholpon Nazarkulova on the air of the radio.

She noted that at the moment, more than 230 claims from victims have been registered, and their number continues to grow.

“According to our estimates, the number of affected individuals may reach 10–12 thousand people. The company operated through about 40 offices, each of which registered from 200 to 300 participants,” Nazarkulova added.

The lieutenant colonel also informed about the company's operating scheme. Participants were promised income for viewing advertisements, which amounted to up to 10 soms at a time, with the possibility of weekly withdrawals to bank accounts. Minimum investments started from 4,800 soms, the average was about 27,000 soms, and the maximum reached 69,600 soms.

Some families contributed up to 1 million soms in total.

She added that the investigation is ongoing, and law enforcement agencies are working with a large number of complaints to determine the full scale of the financial pyramid's activities.
A 22-year-old "dropper" was detained in Bishkek for assisting fraudsters in obtaining a loan of 167,000 soms

Employees of the Internal Affairs Department of the Oktobrskiy district of Bishkek detained a suspect in cyber fraud. The press service of the Internal Affairs Department reports that a criminal case was initiated under Article 209, Part 1 of the Criminal Code of the Kyrgyz Republic based on a complaint from citizen B.N. regarding a loan obtained in her name for 167,270 soms.

“During operational search activities, it was established that citizen K.P., born in 2003, provided fraudsters with her electronic bank account, which allowed third parties to commit illegal actions, causing material damage,” the statement said.

The suspect has been charged and is subject to electronic monitoring as a preventive measure.

Kyrgyzstan plans to revise insurance contributions for state social insurance in the textile and garment industry by 2030

President Sadyr Japarov signed a decree "On measures to support certain sectors of the economy" and an accompanying law amending tax legislation.

The President instructed the Cabinet of Ministers to prepare a draft law for submission to the Jogorku Kenesh within a month.

The amendments concern the Law "On the rates of insurance contributions for state social insurance," which provide significant benefits to light industry enterprises.

Key changes in Article 2-1 (rates for legal entities in the garment and textile industry):







Insurance contribution rates for legal entities engaged in production activities in the garment and textile industry with 50 or more employees were established until January 1, 2027: 1. Sariyev highlighted "Kambar-Ata-1" and the China–Kyrgyzstan–Uzbekistan railway as key investment projects

The construction of the Kambar-Ata-1 hydroelectric power station is one of the important infrastructure projects in Kyrgyzstan, which will provide the country with the necessary volumes of electricity and optimize water resource management. This was stated by the president of the Chamber of Commerce and Industry of Kyrgyzstan, Temir Sariyev.

He emphasized that the implementation of this project will become a significant competitive advantage for the country and increase its investment attractiveness.

“This is our enormous potential and a serious trump card for attracting investments. Kambar-Ata-1 will allow us to accumulate and distribute water resources as needed, as well as ensure equal dialogue for Kyrgyzstan with neighboring states,” Sariyev noted.

He named the construction of the China–Kyrgyzstan–Uzbekistan railway as the second strategically important project, which will provide Kyrgyzstan with a transit position in Central Asia and expand the region's logistics capabilities.

The head of the Chamber of Commerce and Industry also noted that a comprehensive approach is necessary for attracting investments, rather than isolated measures. Among the main conditions, he highlighted state stability, strong governance, and sustainable liberal legislation.

He added that the necessary institutional conditions for doing business have already been created in Kyrgyzstan, and the country's tax policy is one of the most attractive in the region.
The duration of stay for vehicles with blue license plates from China and the number of cars that entered Kyrgyzstan have been revealed

There has been a noticeable increase in the number of vehicles with Chinese state license plates on Kyrgyz roads, as reported regularly by social media users. Tazabek contacted the State Customs Service for clarification.

According to the Customs Service data, personal vehicles registered in countries outside the EAEU may remain in Kyrgyzstan for no more than one year.

“In accordance with Article 264 of the EAEU Customs Code, temporary importation of personal vehicles registered in countries outside the Union is allowed for a period of no more than one year,” the response to the inquiry stated.

Tazabek also sent an official request to the State Traffic Safety Department on November 19, 2025, to find out if the cameras of the "Safe City" system record traffic violations by vehicles with Chinese license plates, but no response has been received yet.

According to the Customs Service information, from the beginning of the year until November 20, 2025, a total of 5,656 vehicles were temporarily imported through the "Torugart" and "Irkeshtam" border crossings. Of these, 3,827 vehicles have already left the territory of the Kyrgyz Republic.

The agency added that since August 12, 2015, the Agreement on Kyrgyzstan's accession to the Eurasian Economic Union has come into force, as a result of which customs control at the Kyrgyz-Kazakh border has been abolished.

“Therefore, for complete information on vehicles with Chinese license plates crossing the border of the Kyrgyz Republic, it is necessary to contact the Border Service of the GKNB KR,” the Customs Service concluded.
Residents of Munduz have illegally built houses on irrigated lands

Residents of the village of Munduz in the Suzak district have illegally seized several irrigated agricultural lands and built residential houses on them. This was reported by the Land and Water Supervision Service for the Jalal-Abad region.

Warnings were issued to the citizens, and explanatory work was conducted.

It is noted that they did not comply with the requirements of the Decree of the President of the Kyrgyz Republic No. 109 dated April 8, 2022, “On measures to prevent and prohibit cases of illegal and unlawful seizure of land.”

As a result, materials on these facts were forwarded to the Internal Affairs Department of the Jalal-Abad region.
A lawyer stated that land expropriation will be carried out at market value, not cadastral value

Lawyer Vladimir Pluzhnik stated on the radio that the cadastral value of land plots will not be used for calculations during expropriation, and the assessment will be conducted at market value. He commented on the discussed resolution of the Cabinet of Ministers.

“Many misunderstood and circulated on social media that the cadastral value would be assessed at a minimum, and that this minimum would be paid. In my opinion, the cadastral value will only be necessary for tax calculations,” Pluzhnik explained.

According to him, if this resolution is adopted, the expropriation of land plots will be carried out exclusively at market value.

The lawyer clarified that after receiving a decision on expropriation, the owner has the right to allow representatives of the authorized body onto the plot for assessment.

“I recommend not to resist. When you are notified by mail or in another way, you must allow access for the assessment of the land plot and legal structures,” he noted.

At the same time, Pluzhnik added that the mere fact of adopting a decision on expropriation does not mean immediate purchase.

An agreement has been signed for financing the construction of the China–Kyrgyzstan–Uzbekistan railway

Deputy Prime Minister of the Kyrgyz Republic, Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev participated in the signing of an agreement regarding the financing of the China–Kyrgyzstan–Uzbekistan railway construction project.

The agreement was signed between the LLC "China–Kyrgyzstan–Uzbekistan Railway Company" and a syndicate of banks from the People's Republic of China, including the China Development Bank and Exim Bank.

The total cost of constructing the railway is 4.7 billion US dollars, of which about 2.3 billion US dollars will be provided by China in the form of a 35-year loan. The repayment of this amount will be carried out directly by the Joint Project Company. The remaining 2.3 billion US dollars will be contributed by the three countries to the authorized capital of the Joint Project Company: China — 51%, Kyrgyzstan and Uzbekistan — 24.5% each.
