October became the month when the U.S. imposed sanctions against "Lukoil" and "Rosneft," as well as their subsidiaries. However, an exemption is in place for the company's German assets, effective until April 2026. According to Bloomberg, the U.S. has demanded that Germany resolve issues concerning Rosneft Deutschland GmbH and RN Refining & Marketing GmbH within six months.
It is worth noting that about 12% of refining capacity in Germany belongs to Rosneft Deutschland, which holds stakes in three major refineries, including the plant in Schwedt, which supplies fuel to Berlin.
Previously, discussions about the nationalization of "Rosneft" assets also took place in Germany, but the country's authorities refrained from making a final decision, fearing possible retaliatory measures from Russia that could negatively impact German businesses.
