The City of Naryn in the Soviet Era

The city of Naryn, located just 200 km from the Chinese border, is often referred to as the "gateway to China." It is one of the coldest places in Kyrgyzstan, where winter lasts from 145 to 165 days.
The history of Naryn begins with an ancient settlement that was located along the caravan route to Kashgar. This route was part of the Silk Road. However, until the mid-19th century, there was no fully developed city here.
With the formation of the Russian Empire and the annexation of Central Asia in 1868, a Russian garrison was stationed in this area, and soon the Naryn settlement emerged, marking the beginning of the city's construction. The Naryn fortification provided postal communication with the Russian consulate in Kashgar.
After the October Revolution of 1917, Naryn came under the control of the Red Army. In 1920, a clash occurred here between Soviet troops and White Guards, after which the Soviet authorities established control over the city.
In the pre-revolutionary period, Naryn did not experience active development. However, after the establishment of Soviet power, a mobile revolutionary committee was created, which, together with the Naryn district, began to conduct active work. Among its leaders were Bolsheviks such as Hakim Musabaev and Sulayman Orozbekov, as well as the first Kyrgyz revolutionary Taabaldy Zhukeev-Pudovkin.
The year 1927 marked the beginning of industrial development in Naryn when, by the decision of the presidium of the executive committee of the Naryn canton on July 23, stalls for selling bread and dairy products were organized. The report of the executive committee noted that the Naryn canton was lagging in construction rates, and it was proposed to intensify efforts to build housing for teachers, school buildings, and clubs.
According to the decision of the Presidium of the All-Russian Central Executive Committee on January 28, 1927, Naryn was granted city status. Until 1939, its development proceeded without a master plan, and in 1939-1940, the first development plan was created. In 1952, under the guidance of architect M. Milov and engineer L. Khorostinskaya, a comprehensive General Plan for the city was developed.
Subsequently, Naryn continued to develop according to the General Plan created in 1979 by architects N. Karpenko, V. Ivanov, A. Strizhachenko, and L. Grishkovets.
