Life in the Regions: Temirlan Tyulemishev from the Ton District Experienced the Crisis of the 1990s and Raised Energy Specialists Who Became Leaders

Temirlan Kurmanalievich Tyulemishev is an experienced dispatcher of the Ton Electric Networks, who has dedicated his life to the energy sector in the Issyk-Kul region.

Among energy professionals in Kyrgyzstan and the CIS, Tyulemishev has earned a reputation as an outstanding specialist. His life journey is an example of resilience and dedication: from the difficult days of service in Afghanistan to his many years of contribution to the development of the country's energy sector.

Temirlan Tyulemishev was born on November 24, 1963, in the village of Bökönbaev (Bokonbaev) in the Ton district. After finishing school and vocational technical school No. 11, he was drafted into the Soviet Army in 1982. He underwent rigorous training and found himself in Afghanistan as a gunner-operator of a BMP-2, where he faced the harsh realities of combat.

He recalls that April 30, 1984, was one of the most tragic moments of his service. In the Panjshir Valley, his unit was ambushed, and intense fighting lasted all day. Help could only arrive with the onset of darkness. "We were surrounded by mountains, and the equipment could not get through. As soon as the fighting subsided, we began to evacuate the wounded. Of the two hundred men in the battalion, many did not return. Among the dead was a soldier from the Osh region. It was the hardest day," he shares his memories.

In that battle, the battalion commander Alexander Korolev also fell. Of all the officers, only a few survived. Later, Tyulemishev would recount that the bodies of the fallen returned home on May 1, which left a deep mark in his memory, symbolizing the contrast between peaceful life and war.

Upon returning in 1984, Temirlan completed his studies at the Tokmok Agricultural Technical School, specializing as an "electromechanic." From 1986 to 1990, he worked in district electrical networks, and since 1990, he has held the position of dispatcher of the Ton district RES, being responsible for the uninterrupted operation of the energy system for over 34 years.

Tyulemishev experienced and witnessed the most challenging periods in the energy sector of the 1990s. "Sometimes salaries were not paid for six months, and there was a shortage of materials and equipment. But we did everything possible to provide people with electricity," he recalls.

During the crisis, dispatchers received numerous calls from dissatisfied citizens every day. "We understood their concerns, tried to explain and calm them down, honestly telling them about the situation," he says.

Over the years, Tyulemishev has progressed from dispatcher to senior dispatcher and mentor, training many young specialists.

Today, about ten of his students hold leadership positions in the energy sector. "In our industry, accuracy is key. I always emphasize safety. Your life and the lives of people are a priority," he stresses.

Temirlan Tyulemishev has received numerous awards at the district, regional, and republican levels, and in 2022, he was awarded the title of "Honored Energy Worker of the CIS."

Together with his wife, he has raised five children — four daughters and a son. Temirlan looks to the future of the country's energy sector with optimism. "If we manage to implement the construction of small hydropower plants in the next 2-3 years, it will be a significant step forward for the industry," he is confident.
