The Deputy Chairman of the Cabinet of Ministers, who also holds the position of Minister of Water Resources, Agriculture, and Processing Industry, is authorized to sign this memorandum on behalf of the Government of the Kyrgyz Republic.
In addition, he is granted the right to make non-essential changes and additions to the agreement.
The previous order of the Cabinet from July 24, 2025, No. 631-t, has been rendered invalid due to the adoption of the new document.
Under the memorandum, cooperation is planned in the following areas:
- conducting agricultural research and exchanging experiences;
- developing the food industry and implementing value-added projects;
- facilitating the establishment of joint ventures with the support of business communities;
- exchanging genetic material of agricultural crops while adhering to sanitary and phytosanitary standards for joint research and the development of new high-yield varieties;
- cooperation in the export of meat and wool;
- exchanging information on sanitary and phytosanitary control measures and technical barriers to trade;
- developing programs to enhance capacity in areas such as livestock, beekeeping, and aquaculture;
- research related to the use of water resources.
Information and documentation exchange is planned, as well as expertise and technologies, conducting seminars, training sessions, exhibitions, and conferences. The establishment of a joint working group of technical experts is provided for the preparation of cooperation plans and monitoring their implementation.
The memorandum will come into force upon signing and will be valid for five years with automatic extension for subsequent five-year cycles unless either party notifies in advance of its intention to terminate it.
