
At the operational meeting of the State Tax Service of Kyrgyzstan, Chairman Almambet Shykmamatov summarized the results of the work for the year 2025.
At the beginning of the meeting, Shykmamatov congratulated his colleagues on the upcoming year 2026 and emphasized that the outgoing year had been successful in terms of achieving the tasks set before the agency.
According to him, the plan for tax and insurance revenues for 2025 was set at 343 billion soms, while actual revenues reached 389 billion, which is 113.6% of the planned amount. This means an over-fulfillment of the plan by 46.5 billion soms. Compared to last year, revenues increased by 87.5 billion soms, corresponding to a growth of 28.9%. These figures set a historical record.
“The tax plan was set at 268 billion soms, and according to our forecasts, in the remaining 2-3 days, we will reach 307-308 billion soms. This is 40 billion more than the approved plan. Compared to last year, the over-fulfillment will be about 79 billion soms,” said the Chairman of the GNS.
Shykmamatov also emphasized that next year the agency aims to achieve even higher indicators.
He noted that all necessary resources are available for this: both potential and experience, as well as new mechanisms, rules, digitalization, analytics, and modern working methods that will be implemented in 2026.
Among the tasks for the upcoming year, the chairman highlighted the need to strengthen efforts to reduce tax arrears and combat the shadow economy, which, according to him, will contribute to the growth of revenues to the state budget.
“The President has outlined important strategic tasks for our service aimed at liberalizing the tax burden for small and medium-sized businesses. Within the framework of the overall economic policy, support for production and expansion of the tax base will continue, as well as attracting investments. Additional support from the president is expected next year: relevant decrees will be issued and changes to legislation will be made, creating conditions for the development of startups and new business models, making Kyrgyzstan more favorable for such initiatives,” he added.
In addition, Shykmamatov announced that a new electronic accounting system “Kezet” will be presented in January 2026. This system will allow for contactless desk audits and improve analytical work, providing online visibility of all audits and simplifying feedback with the central office. With the help of “Kezet,” employees will be able to track key modules in real-time, integrated into a single digital platform.
At the end of the meeting, Almambet Shykmamatov thanked his colleagues for their selfless work and wished them success in the new year.
