In the Osh and Jalal-Abad regions, actions related to an extremist-terrorist organized group were identified, resulting in several individuals facing criminal charges. This was reported by Islambek Jooshbaev, senior prosecutor of the Osh city prosecutor's office.

The investigation established that between 2021 and 2022, several citizens of Kyrgyzstan, including residents of the Osh and Jalal-Abad regions — N.D.T., M.N.U., K.H.S., H.D.G., as well as citizens of Uzbekistan — M.F.J., S.K.K., S.M.A., K.M.Z., A.T.H., and minors U.K., A.U., F.U., H.K., formed an organized criminal community linked to extremism and terrorism.

The investigation also revealed that the aforementioned individuals secretly gathered and held meetings in mountainous areas, such as the upper reaches of the village of Sahaba in the Nookat district and in the Arslanbapa mountains in the Jalal-Abad region.

At these meetings, participants displayed a black flag — a symbol of the extremist organization, dressed in military uniforms, bulletproof vests, bandanas, glasses, and masks, and conducted training with firearms supplied from the city of Osh (AK-74, AKS-74, AKS-74U, SVD, RPK-74, and others).

The group announced the establishment of a branch of the terrorist organization known as "Vilayat Turkestan" and pledged allegiance to the orders emanating from the so-called emir F.A.

The investigative authorities also found that combat training was conducted not only in the mountains but also in residential houses and even in Bishkek, disguised as airsoft games. These preparations were led by D.U., who had undergone special training in Syria and was appointed as the combat commander of the group.

The investigation established that this organized community planned terrorist acts and sought to create something similar to the "Islamic State" on the territory of Kyrgyzstan, committing a number of serious crimes, including:

- On July 8, 2021, on the Osh – Kara-Suu highway, a robbery occurred against citizens A.B. and Y.K. using an AK-74 assault rifle, resulting in the theft of $350,000;

- In August 2022, a resident of Osh, B.A.A., was brutally murdered in the village of Aral in the Nookat district;

- On January 27, 2023, a robbery occurred against citizens M.A. and T.A. in the village of Jim in the Kara-Suu district using firearms;

- In November 2023, large quantities of firearms, ammunition, explosives, and extremist materials were seized at various addresses in Osh.

According to the decision of the Osh city court dated September 27, 2024:

- N.D.T. and A.T.H. were found guilty on multiple counts of the Criminal Code, including 262 ("Creation of a criminal community"), 252 ("Terrorist act"), 207 ("Robbery"), 122 ("Murder"), and others, and sentenced to life imprisonment with confiscation of property;

- M.N.U. and S.K.K. received 20 years of imprisonment with confiscation of property;

- M.F.J. was sentenced to 12 years;

- K.M.Z. — to 10 years;

- S.M.A. — to 8 years;

- K.H.S. and H.D.G. — to 4 years of imprisonment under articles 367 ("Concealment of a crime") and 331 ("Creation and financing of an extremist organization").

On July 15, 2025, the Osh regional court dismissed the appeals of the defendants, confirming the verdict of the city court. However, the sentence for S.K.K. was changed to 13 years of imprisonment with confiscation of property, while the rest of the decision remained unchanged.

Islambek Jooshbaev also noted that in 2025, the Osh city court reviewed 20 criminal cases under articles 252, 262, 330, 332, and others, involving 20 defendants, of whom 18 received guilty verdicts. Seven individuals were released from criminal prosecution under the "Amnesty Law," and two cases were terminated due to the expiration of the statute of limitations.

At the appellate level, the Osh regional court reviewed 18 cases involving 26 individuals based on 8 prosecutor's appeals and 10 appeals from the defendants; in 4 cases, the sentences were modified, while in 4, they remained unchanged.
