The main goal of the document is to protect citizens from unscrupulous intermediaries, hidden commissions, and fraudulent schemes. It also aims to combat fake listings and other manifestations of so-called "wild real estate practices." These unprofessional and opaque practices create significant risks for citizens when conducting real estate transactions.
The draft law was developed as part of a bureaucratization program and is aimed at streamlining real estate activities and systematizing the mediation process in the real estate sector.
Main points of the draft law:
* mandatory state registration (certification) of realtors in accordance with established standards;
* introduction of a realtor identification card that allows citizens to verify the status and legality of the intermediary;
* creation of unified standards for real estate services and standard contracts;
* ensuring transparency of information regarding the status, role, and authority of the realtor in the transaction;
* prohibition of double commissions and restriction of misleading advertising for real estate properties;
* establishment of liability for illegal real estate activities and violations of requirements.
The draft law also includes tax measures aimed at reducing speculative transactions in real estate.
The adoption of this document is expected to be a step towards organizing the real estate market, increasing citizens' trust, and creating civilized conditions for the operation of honest market participants, the agency reports.
