This draft aims to establish uniform mandatory standards for the design of official premises for the courts, which should contribute to creating appropriate conditions for justice, increasing the efficiency of judicial institutions, as well as ensuring the safety and functionality of buildings.
The regulatory document will apply to the design of both new and reconstructed buildings of the Supreme Court and local courts, as well as during the development of capital repair projects. The scope of requirements for such work will be determined in the design assignment.
The justification for the project emphasizes that currently, general construction norms are used in the design and construction (reconstruction) of court buildings, which do not take into account the specifics of judicial activities. This includes the need to separate the flows of participants in the judicial process, ensure the safety of judges and staff, as well as create comfortable working conditions. The new departmental norms are intended to organize and standardize these requirements.
The project was developed by an interdepartmental working group established by the instruction of the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, on December 2, 2025, and in accordance with the order of the Ministry of Construction dated December 11, 2025.
According to the draft set of rules, the requirements cover aspects such as the planning and zoning of premises, safety, accessibility, and engineering solutions. In particular, the document provides for:
Separation of flows within the building for different categories of visitors (judges, staff, detainees, and escort) both in corridors and halls, as well as on stairs and elevators.
Ensuring accessibility for persons with disabilities — including the mandatory presence of elevators in new buildings with three or more floors (generally, there should be at least two elevators, one of which must be accessible for wheelchair users).
Security measures: provisions for the installation of metal detectors at the entrance, security alarm systems in important premises, requirements for safe doors for archives and weapon storage areas, as well as requirements for escort rooms and cells.
Additionally, the project includes requirements for fire safety and engineering systems, including specific provisions for smoke removal in archive and storage rooms without windows, as well as general standards for the engineering systems of buildings.
The document also contains a list of reference construction norms concerning fire safety, the design of public buildings, planning and development, lighting, and accessibility.
