The experience of reforms in Kyrgyzstan presented at the World Government Summit in Dubai

At the World Governments Summit held in Dubai, the first side event dedicated to the economic growth of Kyrgyzstan took place, titled "Snow Leopard: Government Accelerators, Institutions, and Investments."

According to the government, participants were shown a short video presentation detailing the implementation of the Emirati program "Government Accelerators" in Kyrgyzstan.

This event was attended by Adylbek Kasymaliev, head of the Cabinet of Ministers of the Kyrgyz Republic, Suhail Mohammed Al-Mazrouei, Minister of Energy and Infrastructure of the UAE, as well as leaders of various organizations and business structures from both the Emirates and other countries.

In his welcoming speech at the opening of the side event, Kasymaliev expressed gratitude to the UAE for their warm reception and support.

"It is a great honor for me to convey greetings on behalf of the President of the Kyrgyz Republic Sadyr Nurgozhoevich Japarov to Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, and Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE. We are pleased to participate in the World Government Summit, which brings together governments, international organizations, and business leaders from around the world. This side event allows us to present our economic growth model 'Snow Leopard' and the successes of our country," he emphasized.

Kasymaliev noted that this approach is based on three key areas: government accelerators, strong institutions, and investments.

According to him, the Government Accelerators program has made significant changes in public administration in the country.

"Thanks to this program, the government of Kyrgyzstan has implemented 100-day reforms aimed at addressing pressing issues. During the program's implementation, 17 reforms were realized.

These changes have significantly simplified procedures in areas such as construction, healthcare, preschool education, land legislation, and transportation. Excessive bureaucratic barriers have been removed, allowing for quicker decision-making and improving public perception of the reforms," he added.

Kasymaliev also reported that a presidential decree initiated measures to improve the efficiency and debureaucratization of the civil service, leading to a systemic review of the functions of the government apparatus. As part of this work, 7 presidential decrees, 19 laws, and 22 cabinet decisions were adopted.

Debureaucratization and the use of accelerators have become key factors in achieving high indicators of the country's socio-economic development.

"The average annual economic growth rate of Kyrgyzstan over the past four years has been 9-10%. According to the International Monetary Fund, by 2025, the country will be among the top three leaders in terms of real GDP growth rates. The state budget has tripled, and GDP has increased by more than 2.5 times. We have proven that even with limited resources and in conditions of global instability, accelerated development can be achieved if we have effective governance, strong institutions, and quick decisions. Kyrgyzstan's path shows that even vulnerable countries can cope with challenges if they focus on international cooperation and innovative governance," he emphasized.

Kasymaliev added that the "Snow Leopard" model could be beneficial for other developing countries.

In concluding his speech, he thanked the Emirati side for their support in implementing the Government Accelerators program.

At the summit, Kasymaliev presented the state award of Kyrgyzstan - the Order of "Dostuk" to the UAE Minister of Cabinet Affairs Mohammed Abdullah Al-Gergawi for his significant contribution to strengthening bilateral relations between Kyrgyzstan and the UAE and the successful implementation of the "Government Accelerators" program.

As part of the side event, a panel discussion took place, featuring representatives of the Kyrgyz delegation and the office of the Prime Minister of the UAE. Edil Baysalov, Deputy Chairman of the Cabinet of Ministers, spoke about the priority areas for the country's development. Ayaz Bayetov, Deputy Prime Minister and Minister of Justice, presented information on the work being done on debureaucratization.

During the discussion, it was noted that the model of public administration transformation in Kyrgyzstan, based on the principles of good governance and combating corruption, is recognized as one of the most successful in the world.

Members of the Kyrgyz delegation also presented the results of the reforms, introducing a new development model "Snow Leopard Economy," based on strong institutions and results orientation. This experience sparked interest among international experts and representatives of governments from various countries, who actively asked questions about deregulation and debureaucratization mechanisms.

It was noted that the reforms being implemented increase Kyrgyzstan's investment attractiveness, creating conditions for attracting industrial enterprises and implementing innovative projects. At the end of the session, there was expressed interest in further studying the Kyrgyz experience as an example of successful public administration reform.
