Sadyr Japarov apologized to the owners of private driving schools for shutting down their businesses
Given the high mortality rate on the roads, changing the driver training system is becoming extremely important. President Sadyr Japarov noted in an interview with the Kabar agency that this reform has strategic significance for the state and urged citizens to approach it with understanding.
-Hello, Sadyr Nurgoyevich! The issues related to the replacement of driver's licenses and training for obtaining driver's rights are still actively discussed in society.
What is the main goal of this reform? How significant is it for the state? Will this lead to a loss of the positive results achieved?
— No, this reform does not cancel or diminish previous achievements. We have already implemented many significant initiatives both domestically and internationally.
We returned "Kumtor" to the state, increased the gold reserve. If earlier we were worried about external debts, now there are no problems with these issues.
The Kambar-Ata-1 hydropower plant is being built, and projects for the construction of the railway "China - Kyrgyzstan - Uzbekistan" are being implemented. Border issues have been finally resolved. Our foreign policy has become more stable.
Airports are operating at full capacity, and new aircraft are being purchased. Through the State Investment Corporation, housing is provided to the population for up to 25 years. Salaries are increasing.
We have strengthened the army, and hotels of 5–7 star levels are being built. The number of tourists is increasing every year.
HOWEVER, IF WE COMPARE ALL THESE SUCCESSES, THE REFORM AT THE "UNAA" ENTERPRISE STANDS ALONGSIDE THEM
In other words, a lot has been done in the last five years. I have only mentioned the main areas.
If we look at all these achievements as a whole, the reform concerning the "UNAA" enterprise is also of great importance.
This reform affects human lives – the main wealth of our state. The statistics on road traffic accident fatalities speak for themselves. The situation remains critical.
Is it normal that we lose a thousand people every year?!
The number of road traffic accident victims exceeds losses during wartime.
Some lose children, and some become orphans.
There have been cases where entire families died in accidents.
And how many people are left disabled?!
Every year, about 10,000 people are injured.
The majority of them become disabled.
We cannot ignore this.
If we do not take urgent measures and carry out the reform, the situation will only worsen.
Now we need to endure a little and bring order to the industry. Of course, everything will not become perfect immediately.
There will be shortcomings, but over time the system will improve.
The fruits of this reform will not be visible immediately; their results will manifest in 50–60 years. When the generation that has been buying driver's licenses for 30 years is gone, and the generation of those who are now undergoing training for 10 months remains, as well as the children who will start training in schools in September, then we will see the result.
This will take 50–60 years. If we introduce strict rules and carry out the reform, the system will stabilize, and the statistics will improve. The mortality rate will decrease.
Then society will appreciate the changes.
Therefore, I urge everyone to support these measures and approach them with understanding.
I also apologize to the owners of private driving schools for their closure.
I do this not for personal gain, but for our common future.
There have been cases where the very employees who issued certificates and licenses for money lost their loved ones due to road accidents because a driver who bought a license was caught.
This was a warning for these employees. Therefore, I recommend that they consider changing their field of activity.
— The main dissatisfaction is related to the duration of driver training. Is it possible to reconsider the 10-month term?
These 10 months are not accidental. They are based on international training standards.
In many countries, the training period is at least one year. Our specialists adapted it to 10 months.
I myself note: "If possible, consider the option of compressing the program: instead of classes 3 times a week for 2 hours, hold classes 5 times a week for 2 hours." That is, from Monday to Friday.
Moreover, now you can study online. It is not necessary to attend a driving school; you can participate in online classes from home. We spend a lot of time on the internet.
Can’t we allocate 2 hours a day for studying? 10 months will pass quickly.
If it turns out that students are ready for exams in 5-6 months, then the issue of shortening the training period can be reconsidered. But preparing a cadet in such a short time is extremely difficult.
The number of those who studied for 3.5 months and did not pass the exam reached 90%. This figure may still rise.
Recently, we implemented an artificial intelligence system. Exams are now taken by a robot, which completely eliminates the human factor.
Previously, among those 10% who passed the exams after 3 months of training, there could have been cases where instructors "helped a little".
Therefore, in conclusion, I once again appeal to everyone:
The training program includes not only studying traffic rules but also fostering driving ethics.
