According to the announced initiative, judges will be required to declare their property, including the assets of their relatives. The president's support for this project was provided as part of the effort to improve transparency and combat corruption in the judicial system.

In his annual report, Yodgorov noted that the judicial system faces a number of obstacles that negatively affect the administration of justice. In December of last year, Mirziyoyev, in his address to parliament, stated that corruption is a betrayal of the reforms being carried out and announced the need to combat this type of crime, emphasizing that courts should serve as an example of a "clean" environment.

In 2017, discussions began in the country about the necessity of introducing mandatory declarations for civil servants and employees receiving salaries from the budget. The draft developed by the Ministry of Justice proposed that all civil servants, except for "junior specialists," would be required to annually submit declarations of their property, income, and expenses, as well as the income and expenses of their closest relatives, including parents, spouses, and children.

The presidential decree "On Measures for Further Improvement of the System for Combating Corruption in the Republic of Uzbekistan," signed on May 27, 2019, also raised the issue of declaring the income of officials.

The Ministry of Employment and Labor Relations of Uzbekistan previously presented a draft presidential resolution on the system of declaring property, income, and expenses of civil servants, which also included the phased implementation of the necessary technical infrastructure.

It was planned that from January 1, 2020, the phased implementation of the declaration system for civil servants and their families would begin in the country. However, six years later, this system has still not been implemented, and information about the income of civil servants in Uzbekistan remains unavailable to the public.
