Shairbek Tashiev, a deputy of the Jogorku Kenesh, commented on his declaration for 2024, which states 12 billion 637 million soms, in an interview with "Azattyk".

According to him, he does not possess such an amount, and these figures merely reflect assets in the reporting.

“The declaration states 12 billion, but I do not have such funds. These are just assets. People started saying that this money could be used to pay off the debt to China. I did not want to comment on this, but discussions are ongoing, and I decided to speak out. The law on asset legalization requires the payment of 1 million soms when legalizing amounts over 100 million soms. For some reason, I was indicated as having 12 billion, probably they added extra zeros. Because of this, I had to pay 1 million soms. Of course, we have money, but not in such volumes. Before my deputyship, I was engaged in business, and now my relatives and children continue this work. But I do not have the funds stated in the declaration,” emphasized the deputy.

Tashiev added that many citizens have legalized their assets, and such information should not be published without the declarant's consent.

“The president legalized, it seems, $20 million, but he reported it himself. I did not give permission, so government agencies had no right to do this. Why did information about me appear, while those who legalized large businesses and shopping centers worth billions of dollars did not? We have two or three houses and one or two cars — this is immediately made public. By law, law enforcement agencies cannot check these assets without grounds. If asked to indicate sources, I will show what I have, and what I do not have, let them search for,” Tashiev stated in the interview.

What is in the declaration?

The document published by the State Tax Service of the Kyrgyz Republic contains mandatory lines for the declarant to fill out.

So what is written in Shairbek Tashiev's declaration? And who is responsible for its accuracy

In the declaration, it is stated that the income amounted to 2 million 518 thousand 326.78 soms, while expenses were 2 million soms. Tashiev owns a residential house with an area of 3,972.37 sq. m (or 0.39 ha).

Position of the State Tax Service

The State Tax Service noted to Kaktus.media that tax reporting, including the declaration, is prepared by the declarant or their tax representative independently.

The unified tax declaration is submitted electronically through the taxpayer's cabinet. To gain access to the cabinet, it is necessary to fill out the corresponding electronic form with the required data, including a password known only to the applicant. Then, upon presenting a passport, the tax inspector confirms the registration.

Thus, access to the taxpayer's cabinet is only available to the declarant themselves or their representative, and no one else can submit a declaration on their behalf.

The verification of the information provided in the declaration occurs:

Government officials can clarify their data for the previous year until July 1 of the current year, except in cases of correcting errors affecting the tax amount within the statute of limitations.

Individuals and legal entities have the right to make changes to the declaration within the statute of limitations for tax obligations, except for:

The responsibility for the accuracy of the data provided in the tax reporting, including the declaration, lies with the declarant (taxpayer).
