In Karakol, located in the Issyk-Kul region, there is a preserved house built by merchant Babkin.

As reported in her comments by the employee of the regional archive, Balganish Konokbaeva, the building, erected by N.M. Babkin in 1905, was constructed at the end of the 19th century — beginning of the 20th century. Initially, he lived in this house, and later it housed a children's hospital. From 1918 to 1959, the District-City Committee operated in the building.

Since 1959, party organizations have functioned here.

Today, this building houses the municipal territorial administration No. 5 of the Karakol city hall and the organization "Destination Karakol".

Turmush previously reported that by the decree of the emperor on March 7, 1889, Karakol was renamed Przhevalsk.

Kaulbars noted: "I am proud that the city of Karakol is named after Przhevalsky – the famous explorer of Asia".

In 1874, a school with two classes opened in Przhevalsk, and by 1879, the number of classes increased to four. A school called "Maktab" was organized in the Tatar mosque, where the Quran, history, geography, mathematics, and Muslim literacy were studied.

From 1890, residents from the central provinces of Russia and Ukraine began to settle in the city. According to data from 1897, the population of Przhevalsk exceeded 8,000 people, and by 1919 it had grown to 11,610.

The first elder of the city, elected in 1894, was Nikolai Mikhailovich Barsov. He made a significant contribution to the development of the city; for example, at his initiative, a dramatic circle was created, and the construction of schools, boarding houses, and libraries began. In 1895, thanks to his efforts, a park was laid out, now known as the A. Pushkin Park.

On May 14, 1902, military doctor Barsov participated in the opening of the city public library, established at his initiative.

On March 19, 1908, the Council of Ministers of the Russian Empire approved the coat of arms of the city of Karakol, which for some time served as the coat of arms for the entire Issyk-Kul district.

In 1909, V.A. Ivanov and his assistant A.I. Belyaev worked in the district, and E.S. Lokshakov was elected as the elder of the city. Local residents engaged in livestock breeding, agriculture, fishing, and beekeeping, and in the same year, 5,200 poods of honey were produced, which contributed to the development of trade.

In 1913, the first magazine "Przhevalsky Rural Host" was published. In 1918, 7 schools, a women's gymnasium, an educational institution for men, 4 madrasahs, and other associations opened in the city. The city became an important base for Russian and foreign scholars researching Asia.

On May 25, 1918, it was announced at a rally about the establishment of Soviet power in Przhevalsk.
