The Ministry of Labor, Social Security, and Migration has announced the introduction of the "kairylman" status, which was created to simplify the process of obtaining citizenship of the Kyrgyz Republic for ethnic Kyrgyz returning to their historical homeland.
The issuance of the "kairylman" status is carried out by an interdepartmental commission that includes representatives from various agencies, such as the State Committee for National Security, the Ministry of Internal Affairs, the Ministry of Labor, Social Security, and Migration, as well as the Department of Population Registration under the Ministry of Digital Development.
The consideration of applications for the kairylman status and the decision-making process takes up to two months from the date of submission to the Ministry.
In 2025, the "kairylman" status was granted to 935 ethnic Kyrgyz who arrived from various countries, including:
- 66 people from the Republic of Uzbekistan;
- 837 people from the Republic of Tajikistan;
- 12 people from the People's Republic of China;
- 9 people from the Russian Federation;
- 10 people from Afghanistan;
- 1 person from other countries.
In January 2026, another 132 people received the kairylman status.
Legislation provides kairylmans with social guarantees and benefits that are largely similar to the rights of citizens of the Kyrgyz Republic. Holders of this status can receive social benefits, pensions, medical assistance, education, and employment opportunities within the country.
According to data on social guarantees for kairylmans, 13 people receive social benefits, 19 receive pensions, 5 receive land plots, and 263 people use medical services. There are 373 students in secondary educational institutions, and 63 in higher educational institutions. 30 people sought assistance in employment, of which 11 found jobs.
The kairylman status is issued for three years, during which its holders must apply for citizenship of the Kyrgyz Republic.
