Ashirbaev was born on October 28, 1964, in the village of Belek, located in the Sokuluk district.
Educational Path
- In 1982, he graduated from high school with honors.
- In 1982-1983, he studied at the Krasnodar Polytechnic Institute.
- In 1992, he received a diploma from the Polytechnic Institute (now the Kyrgyz State Technical University named after I. Razzakov), specializing in the engineering of food machines and equipment.
Career
- From 1983 to 1985, he served in the Soviet Army.
- In 1992, he began his career at the Bishkek Tobacco Factory.
- From 1994 to 1997, he held the position of chief specialist in the Ministry of Agriculture and Food Industry.
- From 1997 to 2001, he worked on international projects, after which he headed the department for attracting direct investments in the State Committee for Property Affairs.
- In 2000, he became a deputy of the Chui Regional Kenesh.
- From March 25 to April 4, 2005, he served as the acting "people's akim" of the Sokuluk district and headed the district coordination kenesh.
- In 2007, he became the director of the Sokuluk school "Davkha-Sokuluk," which educates orphans and children from disadvantaged families with the support of international funds.
- From April 7, 2010, to February 8, 2012, he held the position of head of the state administration of the Sokuluk district, appointed by the interim government.
- Until June 1, 2017, he led the state breeding station for artificial insemination of livestock "Elita."
- From June 1, 2017, by the order of Prime Minister Sooronbay Jeenbekov, he became the first deputy authorized representative of the government in the Chui region.
In 2021, he was relieved of his duties.

In 2005, Ashirbaev ran for election to the Jogorku Kenesh from the SDPK party.
On October 11, 2021, he was registered as a candidate for deputy for the Sokuluk constituency No. 24 (the application is dated September 24).
On October 4, 2025, he submitted an application to participate in the extraordinary elections for deputies of the Jogorku Kenesh of the KR for constituency No. 18 (which includes the city of Shopokov, the Moscow district, and parts of the Sokuluk district).
On November 6, 2025, the Central Election Commission registered him as a candidate for deputy of the Jogorku Kenesh of the KR for constituency No. 18.
On December 8, 2025, the Central Election Commission approved the results of the early elections for deputies of the Jogorku Kenesh of the KR for constituency No. 18, which were recognized as valid, and the final protocol was approved. He received 631 votes (1.38%).
