Emilbek Abdykadyrov, who held the position of akim since May 22, 2021, has been transferred to the post of akim of the Chuy district in the Chuy region according to a presidential decree signed on January 21, 2026.
After his departure, the position of akim remained vacant until February 2. On that day, the Deputy Chairman of the Cabinet of Ministers and head of the State National Security Committee, Kamchybek Tashiev, visited the Naryn region to hand over vehicles to medical workers. During the visit, he inquired with the presidential representative in the Naryn region, Nurbek Satarov, about the reasons for the delay in appointing a new leader.
Earlier, it became known that on February 2, 2026, President Sadyr Japarov signed a decree appointing Mukhtar Nurmamatovich Sherbaev as the new head of the state administration — akim of the At-Bashinsky district of the Naryn region.
Mukhtar Sherbaev was born on December 24, 1977, in the village of Airy-Tam, located in the Ala-Buka district of the Jalal-Abad region.
Education:
- In 1999, he graduated from Jalal-Abad State University with a degree in "Kyrgyz Language and Literature".
- In 2018, he obtained a master's degree in "Management" from the Academy of Public Administration under the President.
Work Experience:
- In 2006, he worked as a lending specialist at OJSC "Aiyl Bank".
- From 2007 to 2012, he served as the responsible secretary of the rural administration named after May 1 in the Ala-Buka district.
- From 2013 to 2024, he was the head of the rural administration of Airy-Tam in the Ala-Buka district.
- From July 2025 to February 2026, he held the position of head of the state administration of the Ala-Buka district, where he worked as the first deputy akim.
- Starting from February 2026, he became the akim of the At-Bashinsky district of the Naryn region.
Mukhtar Sherbaev has over 15 years of experience in public service and local self-government.
