The "Schemes" program of GNS revealed how people connected to Tashiev bankrupted Kyrgyzneftegaz in 5 years.

According to the "Schemes" program, "Kyrgyzneftegaz" extracted about 879 thousand tons of oil over five years; however, more than 29 thousand tons were unjustifiably written off as production losses. Specialists from the company noted that such losses should not exceed one percent of the total production volume, which amounts to about 9 thousand tons. Thus, 20 thousand tons of oil disappeared from official accounting, which at an average price amounts to approximately 560 million soms.

Scheme 1. Artificial inflation of production losses of oil.

The next stage in the chain of manipulations involved the use of unjustified intermediaries during processing. It turned out that 30% of all extracted oil, which is 262 thousand tons, was sold to private companies. Instead of directing the oil for processing at the state plant "Kyrgyz Petroleum Company," the raw material was first handed over to intermediaries, who then sold it back to the plant under their own brand. This allowed private intermediaries to extract the main profit, while the state enterprise lost more than three billion soms.

Scheme 2. Use of non-existent intermediaries.

The third scheme involves selective distribution of finished oil products. After processing, the oil is divided into several products, including gasoline, gas, diesel, and fuel oil. The most profitable among them are fuel oil and diesel, which were sold to a limited circle of private companies and then resold to other buyers, including foreign traders. In some cases, fuel oil was returned to the same state plant. For example, the company "Region Oil" purchased fuel oil worth almost 466 million soms. There were also cases where diesel was taken from the plant by the company Tai-Muras Tashiev and sold to municipal enterprises in the Jalal-Abad region.

These schemes operated during the period when Baigazy Matisakov, the nephew of Kamchybek Tashiev, managed the oil processing plant. It is currently being clarified how he managed to control the distribution of raw materials at OJSC "Kyrgyzneftegaz."

The new leaders of OJSC "Kyrgyzneftegaz," in particular Samsaaly Chetimebaev, confirmed the crisis state of the system.

"If we processed and sold oil ourselves, the profit would be significantly higher. Refusing to process is a missed opportunity that contradicts the interests of OJSC 'Kyrgyzneftegaz.' When I came, the company's account had only 1 million 200 thousand soms. We barely managed to cope with salary debts. After my appointment on March 10, we managed to pay salaries for only one month," added Chetimebaev.

At the moment, most private companies involved in these schemes have ceased their activities or are unavailable for comment. Tax authorities continue to investigate all episodes mentioned in the investigation to assess the damage to the state budget.
