The Ministry of Labor of Kyrgyzstan explained why some residents of boarding schools do not have documents.

The Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic manages 17 social stationary institutions, where more than 2000 people reside. Among them are elderly citizens, people with disabilities, as well as children and adults with psychoneurological disorders, as reported by the Ministry of Labor.

The process of restoring and issuing documents is ongoing; however, some cases require significant time due to objective circumstances:

Some social service recipients were born outside Kyrgyzstan, in former union republics (USSR). To obtain new passports, they need to present birth certificates or their duplicates, as well as marriage certificates. As a result, requests sent to their countries of birth often go unanswered.

Some wards hold passports from other states.

The third group consists of citizens without a permanent residence before their placement in social stationary institutions. Due to age and health conditions, they cannot accurately indicate where their passports or birth certificates were issued, complicating the document restoration process.

Nevertheless, the Ministry of Labor, together with the relevant state structures, is actively working to address these issues. In particular, work has begun to simplify the documentation mechanism in collaboration with authorized bodies.

As of 2025, 157 service recipients in social stationary institutions did not have identity documents. With the assistance of Ministry staff, some of them have already managed to obtain the necessary documents.

Currently, work is ongoing to document 108 service recipients, among whom 15 are in the Lower-Sarafimovsk institution named after B. Salieva.

Medical Care:

Social stationary institutions are not medical facilities. Only basic medical assistance is provided here, while more serious cases are referred to local clinics and hospitals.

The allocated funds only cover a minimal set of medications and do not replace the state medical assistance system. If necessary, all wards are referred to specialized medical organizations.
