During his visit, Mayor Jenishbek Toktorbaev decided to assess the quality of the baked goods in the cafeteria. "When did you bake these? These rolls are very hard. Bektashovich [Dosmuratov Tynchtykbek Bektashovich – head of the Osh City Education Department], you wouldn't eat this, would you? You prefer fresh bread. Why is the quality so poor? They are cold and undercooked," he stated.
Then the mayor went to the kitchen, where he spoke with the bakers. "Look, they are raw inside and burnt outside. If you can't bake, it's better not to do it. To make rolls, you need to be a real cook. Do you know what that means? You wouldn’t give this to your children," he continued.
Next, Toktorbaev approached the oven where samsas were being prepared and learned that they were intended for the teachers. "Here, give these undercooked rolls to the teachers. Fresh samsas for the teachers, while the rolls are burning. Take them out, or they will burn," he said.

After that, the mayor's team and administration went to the cafeteria, where the children were eating. There were rolls left on the tables that the children did not eat. "Look, no one wanted to eat this. How can you give this to children? They might have stomach problems tomorrow. Collect everything and divide it among three — Nurlan Akimzhanovich [Vice Mayor of Osh, Zakirov Nurlan Akimzhanovich], Bektashovich [Dosmuratov Tynchtykbek Bektashovich], and the school principal," the mayor noted.
He also instructed the head of the city education department to replace the cook or even the school administration if necessary. Then it was clarified with the teachers whether it was true that fresh samsas were being prepared for them while the children were given low-quality rolls.
