
During his speech, Aliyev clarified that he was referring to three incidents that occurred near the Azerbaijani embassy in Kyiv in July, August, and November 2025. According to him, after the first strike, Baku considered it an accident and provided the Russian authorities with the coordinates of all diplomatic facilities, including consulates and cultural centers. However, the subsequent attacks, the president stated, were targeted and aimed at the Azerbaijani representation.
The president also mentioned the damage sustained by Azerbaijani infrastructure in Ukraine, including energy facilities of the state oil company SOCAR, which play an important role in gas supplies from Azerbaijan. The Azerbaijani Ministry of Foreign Affairs had previously reported significant damage to the embassy building as a result of a strike by an Iskander-type missile. Despite the damage, there were no casualties among the staff, although some were injured.
Aliyev emphasized that Baku is taking exclusively diplomatic measures in response to these events. In particular, the Russian ambassador was summoned to the Azerbaijani Ministry of Foreign Affairs, and diplomatic notes and special statements were sent.
The Russian side rejected accusations of deliberate strikes on diplomatic facilities. The Russian Ministry of Foreign Affairs stated that the damage sustained by the Azerbaijani embassy in Kyiv could have been the result of a malfunction in Ukrainian air defense systems, likely due to a Patriot missile strike. After the incident on November 14, the Russian foreign ministry expressed regret over the damage to the embassy building.
Aliyev characterized these events as a "hostile act" towards Azerbaijan and noted that the country's government has taken all necessary diplomatic steps to respond to the situation.
